1. Contrary to what some people imagine, tulpa is not another little human being inside of your mind. You don't create another human being living inside you somehow but an imaginary friend.
2. Literally how much you want. Even 5 min per day is okay. On the other hand, you can spend as much time as you want if you enjoy it and can afford it.
3. I'd say there are no "hard" benefits. But relationship with a tulpa can be much more intimate than relationship with a friend. Some people would argue that it could be more intimate than with your significant other.

3. With a tulpa, you are naturally much closer, to the extent of not having any secrets or even privacy. Some people want that kind of deep connection. It's up to the potential tulpamancer, whether they want a tulpa in addition to a solid social life. I do not have a form in mind for my tulpa, and generally I just want them to be someone more virtuous than I. Is a good form just anything that is easy to visualize and won't come into conflict with changes in the physical world? Could it be something like a ball of light that talks? I am being serious.
I am fine with only having the tulpa for as long as I can direct my focus there, but I was under the impression that once the tulpa is created, it is always kind of there, and just much more present when focusing attention on it.(edited)
Form can be anything. I guess a "good" form is one you find pleasant and easy to visualize.
Typically, some amount of attention is needed for a tulpa (who is not fronting) to be active and participating. The human brain isn't great at multi-tasking so if you're too busy to be talking with them, they're probably on pause(edited)

what stage of creating the tulpa are you on?
Sorry for taking so long, slept and replying is hard. Some context, I've known of this whole thing for many years and have tried doing it before, but always had trouble keeping it up and dropped it a lot. I'd say the stage I'm at is the first, despite the efforts I've put in lately to force regularly... as far as method goes, I really don't have a concrete one. I've read many guides over time, and have gone from thing to thing attempting to find what "works best", except I have so much trouble with focusing, even when I plan out what I'll attempt, I quickly drift and suddenly am entirely clueless, and the time I set aside for forcing passes suddenly with little done. Honestly I've held off saying anything here for a while (opening up about this stuff hardly feels comfortable and I was hoping to not have to go into much detail when asking but oh well), but I just am getting to a point where it might be best to ask if anyone had any advice.

Your case is a bit special because there is a specific substance involved and we dont know if that actually has anything to do with it... A lot of people have this problem without any specific trigger or even with triggers that coudnt actually have a real effect over it and it is often a belief problem.
I can talk to him but I don't know if he's really 'there', I mean sometimes I get some rogue thoughts that sort of feel like they could be him. But it's hard to tell.

Yeah, there are, most daily things I'm perfectly capable of doing without getting mentally lost. My attention can jump a bit while doing most things though, but it seems to really get let off the leash as soon as I sit and try to do things in my head, to frustrating effect.

In that case, perhaps you can try writing to your tulpa. Any medium works but some people like to use a private discord server with tupperbox/pluralkit. Writing can help keep you focused, and some find it easier to proxy their tulpa like that before mindvoice is established.
Another idea is to talk to them while you are doing other tasks such as washing the dishes or going on walks.
